Supply invoice + dated rate contract (PER_INVOICE caps and clause IDs) + shipment service codes and proof, optionally prior PAID invoices. GET /sample is synthetic, non-billable. Output is HOLD/REVIEW, never automatic payment approval. No OCR or database writes containing customer documents.
